This was solved on the freeNAS forums in this thread.
I think it could be very helpful if
the Plex freeBSD help documentation listed
common Plex jail parameters which often need to
be changed for Plex to function.
Things I missed when installing:
VNET = "on"
default router = < routerIP >
enable_raw_sockets = "on"
boot = "on"
