Launching Plex Media Server on Windows 11 PC Kills Internet Connectivity

I currently run my Plex Media Server on my personal Windows 11 desktop. I have done this for several years now, but I have encountered a new problem for the last month and a half or so.

Every time I launch Plex Media Server, the internet connection on my desktop dies. It will say I am still connected, but there is no network throughput. I have run countless ping tests, showing a healthy network connection, only to get timeouts immediately upon launching the Plex Server that do not resolve until killing the app. I have checked Resource Monitor and Task Manager to watch the network activity. Nothing. My internet bandwidth stops immediately and dies.

I have replaced my network adapter and power supply. I have also tried uninstalling and reinstalling network drivers, both new and older. Nothing has worked. I get the same problems every time I try and run Plex. I am completely at a loss as to what to try next.
