If I wanted to share a library with my mom for example on her Amazon Fire… does she just need to purchase the Plex App (one time fee) or does she ALSO need to subscribe to a monthly/annual Plex Pass subscription?
Not at all! Have her setup a free Plex account and then share your library with her. - The Plex App on the Amazon Fire is free so she’ll be able to enjoy your library at no cost.
You could also just make a managed user on your own server, so they just get your login and their own user with it’s own pin - That way they can still use all the plex pass features, such as trailers etc.

They will get the use of trailers without being in a Plex Home.
Features such as Trailers & Mobile Sync are not dependent on being in a Plex Home

So you get plex pass features just from getting a shared library from a plex pass user? I was sure you had to be signed into a plex pass account to have those.

You get certain PlexPass features just for having access to a shared server.
Features that run from the server; like trailers, pre-rolls, and mobile-sync
