Per title really, to date I have continued to use Xplay but as it is no longer supported feel uneasy continuing to do so. Furthermore with the current offer this weekend to upgrade to Plex Pass I’m loathed to pull the trigger unless this issue can be resolved.

You’re running into the limits of the Plex WebOS app.

Im sure I wont be the first or last to say this, but: how can an indie developer (xplay) achieve a solution where the Plex devs cannot?
Is it simply that they have so many client platforms to tend to that the SmartTV ones are low on the priority list?
Yes. Believe me. Many of us on latest LG webos are waiting for the update. I personally would like to be able to play FLAC music on webOS but instead Plex transcode it to AAC. As you mentioned XPlay has all that capability but I think Plex has resources issues to do necessary update. Developing for webOS is different than Android and it must be more difficult to get developers for this platform. We are all hoping that webOS is not forgotten and soon we will be able to get a good update that addresses many of our concerns.
I suggested an option to Plex that could solve your transcoding issues. Can you please vote for it to have it implemented? This way your issue gets fixed too!
