do you mean automatic detection, periodic scans or when you click scan for files ? ( or all of them i suppose)
all of them, doesn’t update at all
are there any errors in the plex media scanner.log?  ( you can get logs from trouble shooting area of server settings)
No errors found,
does it see the new files at all in the log? does it say nothing has changed? it might be intentionally ignoring if named incorrectly.
what is a file name you added recently to a movie library for example?

yeah of your logs. just the scanner and server logs after trying to add something is fine too

did a drive letter change or anything? the L drive seems to be missing or something

No change of driver, but it show it did change, probably during new Windows 10 version update,
