FYI, versions before 1.25.4 have an issue with AC3 conversion (for some).
Donāt know if it is related but something else that started happening around the same time for me is if I download anything to my smartphone (iPhone w/ iOS 14.8 w/ latest Plex), multiple items with arbitrarily decide they need to download again, sometimes days later & seemingly at random.
So this presents slightly differently for me. I donāt ever see the option to Cancel Scan for the individual library, but I can do it at the global level.
At least Cancel Scan seems to now work to get things back operational, vs previously having to restart PMS.
However, the underlying issues remains. I currently have an orphaned scan showing as running, but nothing is actually happening (it doesnāt show the normal progress circle or scrolling list of movies names it does when it is doing an actual scan.). I imagine I will have to cancel it before any new content will appear. Iām going to wait and see, and also see if the scan somehow finishes on itās own.
Iām having the same issue. Nothing I upload manually to TV folders get updated without stopping and restarting the server. It used to be automatically as I was dropping the files into their folders you could see Plex updating but no longer. Stopping and starting the server and then scanning the section gets everything to show up. Canāt wait for a server update o fix this.
I also noticed if I ask Plex to scan a Library I only get āAudiobooksā to get the spinning indicator, no other Library.
Any update on this? This is a major bug in my opinion.

The issue appears to be resolved in the new release. I still could be in the restart window that keeps things working, but itās been an hour or so and things are working as expected. Iāll keep testing and see if the issue pops back up.

Agreed. Iāve not seen the issue pop up in the 24 hours since upgrading to 5577.
1.25.6.5577 seems to be working for me so far as well.
I also upgraded and hanging scans have not been an issue since then for me. Marked as solution.
Same here, one of the latest updates, seems to have fixed it.
