For some reason, on my Samsung Note 20 Ultra, the “Limit Cellular Data” option has never worked, it just uses the remote bitrate instead. I’ve even factory reset my phone for unrelated reasons and the issue still persists.

Tried to reproduce this but cannot also another with a Samsung could not either. I do notice in playback Settings it still says Play Original Quality but when opening Playback Info it shows it is transcoding to the Cellular Limit. Does it say it is playing at remote quality there for you?
