Plex server is installed and running on my desktop. While browsing plex on that desktop itself, using chrome browser, i get the message below about limited connection. How could I not be connected to the server itself when I am on the actual server?

I have checked my network setttings, remote access says the server is fully available outside of my network, I have ports forwarded, and I also noticed that when using plex throughout my home it is always slow even though everything is on the local network. Help?
I’ve never looked at it before but right now it says local and streaming is working fine, but I have no idea why i received that message on the server itself. After I posted this, I disabled relay in settings. Not sure if that helped. I noticed that most of the problems I encounter streaming are when streaming 4k content or live tv and I have to lower the quality in order for it to play but for whatever reason this 4k movie played just fine. It’s like the problem is intermittent or maybe with different video files. I don’t understand why I need to reduce quality sometimes when I am playing over the local network and I have excellent wifi signal in my home. The server is hard wired and I use a roku that is on wifi but right next to the router. I have been wondering if the wireless adapters in the roku devices are just garbage. I notice that it transcodes a lot of content rather than direct play I guess because the roku isn’t compatible to play but I have a powerful server that shouldn’t have any issues with slow transcoding. Aside from the weird message I got on the server iteself, I am really wondering if the roku devices themselves are the problem with my streaming issues.
