I have recently set up a new plex server om my PC. I can watch my films and play music locally , no problem .
I downloaded the latest client for my android phone but I am restricted to 60 seconds streaming, at home or remotely.
Did you create a new plex account for this new server?
You need to use the same account where your Plex Pass is assigned to.
Use the same plex account on your phone.

This was a new server and account for my sister. We did not buy a Plex Pass, i thought this was an optional?
The “mobile” Plex apps are not free.
They either require Plex Pass or a one-time payment per app store account.
