Problem persists even after rummaging through the experimental settings and auto adjust quality. The problem doesn’t appear when using browser to stream from the server, but all of my android phones have the same problem (i’m using a Xiaomi 13T with HyperOS 2.0, and Pocophone F1 with MIUI12). Have tried using both optimized versions and Direct Play from the file (file is H.264 with AAC audio).
As long as they are using the same account on the Play Store, then yes, I believe that is how it works. I have a Plex Pass so I do not have to worry about the limitation.
I ran into this same situation. Honestly, I’m surprised and confused. I’ve been able to stream to my computer and to my game console for free for as long as I’ve been using Plex. But just this week I tried to stream to my phone, and I’m hit with a paywall?
First of all, why do I have to pay to use plex on a phone? I was honestly worried that I download a fake app that tries to pretend to be Plex and just stole my login info.
Second of all, why is this not listed as a feature for Plex Pass? I looked at the list of features and it doesn’t mention anything about streaming to a mobile device, and the “one time fee” being only $5 instead of $120 has me really confused. What exactly am I buying here?

You can test the mobile apps for free, but they come with a 1 minute playback restriction. You can unlock the app using a one-time in-app purchase. This will unlock the app in the context of that App Store (e.g. for all your devices using the same Google account in the Play Store).
Having an active Plex Pass membership, will also unlock the mobile apps.
