Limiting bandwidth on "local" connections

For various reasons, I often access my Plex server over a VPN directly to the local port on the server. It works well, but the configuration means the connection appears to the server as “local” (the VPN server is behind my NAT router on my local LAN), meaning the bandwidth and quality limits on remote access do not get applied. This is mostly not a problem, but for some files with high resolution and high bit rate it can swamp my limited upload capacity, both causing issues for playback remotely, and also for other users locally needing to access the internet.

I cannot see any way to limit bandwidth for local connections, am I missing something? Similarly, is there a way to specify some local addresses to be treated as “remote” (which would be better than limiting all local connection obviously)?

If neither can this be treated as a feature request for future release?

Settings - Plex Web - Quality - ‘Automatically adjust quality (Beta)’ should do what you want.

Other client types may still have a bandwidth setting for local connections.
And during playback you can pause, and then adjust the bandwidth/quality downwards.

Thanks, although ideally but it should be server controlled as this relies on setting it in many clients.
