I just installed plex on my server.
I would like to know how to read m3u files/links please?

to cut things short, Plex doesn’t really deal with m3u files or links (neither to import playlists nor to point to remote media).

I had heard about a plugin “Cigaras” iptv
Plex had discontinued support for plugins that contribute content a few years ago. You might want to look towards Xteve which is feeding external input to Plex acting like a TV tuner. Not sure if the plug-in you mentioned is working the same way or used to be an alternative when Plex still supported actual plug-ins
