I am running on Windows 10 with latest Plex Server, HD HomeRun Quatro and have a paid PLEX Subscription. I have reinstalled and rebooted system several time and can not get the Live DVR option to show up in the setting section. THe HDHomeRun shows up just fine on the network. Is there something I am missing?.
Afaik it should show whether you have a Plex Pass or not. If not it will just have an upsell thing there.
Are you using the local web app or the one at https://app.plex.tv ?
I have tried both the web and app, no difference.
Looking at your account it appears you have two Plex accounts and you bought it for the wrong one. You can contact billing and ask them to refund it so you can get it for the right account.
Your definitely on the wrong account as no server settings are showing at all. Looks like you are on this forum and the one you are signed into in screenshot with account that your main account shares with. Both accounts have similar usernames.
I sent an email to your account/billing to have them make [email removed] the only account. Maybe that will fix it.
