My windows server is configured with a hauppage 1250 and a HDHomeRun duo. I have a total of 3 tuners available. A few channels are on only one of the tuners because they use different antenna orientation but most of my ~30 channels are on both tuners. While the first tuner is being used by a client, I get an error message that there are no tuners available when a second client tries to connect to a different channel. But the 2 tuners on the HDHomeRun are free and the second client should use it but it does not happen. I removed both devices and re added them , same result. Everything appears to be ok, I can see that for a channel, the 2 color bars indicating that the channels are available on both devices. Does someone have the same configuration working ?
I just tried this mixing a DVR managed by the Plex Tuner Service and a DVR managed directly by Plex Media Server - with a HD HomeRun Dual (managed by Plex Tuner Service like your Hauppage 1250) and an HD HomeRun Duo (managed directly by Plex Media Service)
I had 137 channels selected on the HD HomeRun Duo and 90 of those selected on the HD HomeRun Dual
I managed to get 4 recordings in parallel using the 2 tuners on each DVR
The number of available tuners is per DVR - so it did reach point of 0 tuners left after the first 2 recordings. But when selecting the 3rd it did switch to using the other DVR

If the required channel is available on the other DVR, then it should be selecting that
I suggest getting some diagnostics to see why it is failing - if you know that the required channel is available and enabled on the free tuner/DVR
The diagnostics would be debug server logs for a controlled test - starting with a fresh launch of Plex Media Server after ensuring debug logging is enabled
Also providing details of the channels used for the test and which DVRs they are enabled on
A download of the Plex Media Server database at the end of the test could also be helpful (Plex Web / Settings / Troubleshooting / Download Database and also Download Logs

10:29, restarted the server after enabling logging
10:31 started watching 3.1 on my laptop
10:32 opened Plex on IOS, started watching 5.1
Message that all tuners are busy and proposed to stop watching 3.1 in order to watch 5.1
10:33 stopped watching 3.1 on laptop, was able to start watching 5.1 on IOS
10:34 started watching 7.1 on IOS
One thing I can try is to remove some channels from my first tuner and see how it goes to the second tuner. I will try this and send a new set of logs.

My tests were for recordings - May be we have an issue with live tv streaming
Can you repeat your test but do it for recordings to see if that works ok
Deleted al 2 tuners devices, restarted server, added Hauppage 1250 at 14:02, waited for EPG download complete, 14:14, All is working perfect with one tuner. Added HDHomerun tuner, waited for EPG download. Tested and YESSS everything is working perfect. On channels available only the 1250, i can have 2 devices playing the same channel and I get message on second device that no tuner available if it tries to tune another channel only appearing on the 1250. Excellent.
If the second device is tuning a channel available on the hdhomerun, it plays ok, if a third devive tries to play anotherone on the hdhomerun, it plays. all 3 devices playing simultaneously. solved
So I am sending you the log and databases of the working setup. I guess the original one got corrupted somehow . you can compare both and identify what was different.
