I was able to fix my issue by:

  1. Uninstalling completely Plex Server following:
    https://support.plex.tv/articles/201941078-uninstall-plex-media-server/
  2. Installing the latest version: 1.16.2.1297
  3. Setup DVR. I had to punch in the ip manually in order for Plex to see the HDHomeRun Quatro. If not, I was only getting the continuous searching spiral…

Even this way, was a bit dicey because I had to punch in the ip a few times to finally connect to the Quatro…

I have tried the other suggestion to downgrade to 1.16.0.1226 in this thread:

But it didn’t work for me. I tried several times. Sucks that I have to re-program my DVR but at least it works.
