Live TV Picture Quality & Buffering Issues

Server Version#: Synology 1.7.0-0459
Tuner Make/Model: HD Home Run Quattro
Synology DS920+

I have the plex server up and operational on my DS920+
and the shows I setup to record in DVR record just fine
but when I’m trying to watch anything live - it buffers and is pixelated

I’ve tried watching on a few different places - ROKU, Samsung Smart TV, Apple TV - and all show the same exact pixelation and buffering

it even happens if i try to watch live tv via web browser on my PC

Any idea why live tv would do this?

how do I troubleshoot this?
