Playback fails when Live TV video quality set to original. Dashboard on Plex server continuously shows “buffering”. Selecting different bitrate on client / forcing transcode is a workaround for playback to start.

Have you spent any time looking at your own logs?
There are many errors that point back to the server like:
SLOW QUERY: It took 1660.000000 ms to retrieve 1 items.
and the xml epg db doesn’t look to be healthy not to mention what is going on with your pseudo tuner.
Appreciate the feedback regarding the logs and I take your point regarding the latency (this is due to a large music library being indexed) but it doesn’t explain why other devices (Shields) load the original live stream almost instantly except webOS which fails and has to be manually changed to transcode (more server intense process) for it to successfully play back.
