Live TV will open and the guide is correct, but no items will play. Clicking the item will cause the item to briefly flash orange, but it never opens. Logs from the tuner confirm the item was never actually selected for play. If you long press the same item then click “got to episode” you get a generic “something went wrong” error. Again, logs show the item was never actually selected by Plex. If you long press the channel then click “watch channel” nothing happens. Playing the exact same item in Plex Web or on a Shield TV works perfectly.
Some channels from the “recent channels” section do play.
I have tried an older version of the Plex mobile APK with the same issues.
I have removed the tuner from Plex and re-added it.
I have rebooted the server several times.
Issue exists on every mobile device in my house and on mobile devices of other users.
Issue DOES NOT exist on any Plex Web or Android TV instances.
I have been using live TV with Plex for a few years now and it’s worked well. Nothing has changed with my tuner or DVR.
UPDATE: I rolled back to Version 1.32.5.7328 and live TV appears to be working again from mobile. I then upgraded to my previous version and live TV no longer worked. I then rolled back to Version 1.32.5.7328 and live TV appears to be working again from mobile.
Can we at least get an acknowledgement that this is in fact a bug that will be addressed so I don’t have to remain on an older version for the rest of eternity? Thanks.
On the same phone(s) on which plex app fails as described by the OP (samsung note 8 and 9), I can login to plex-web and play live tv from there.

Update: enrolled in the beta for the android app (v: 9.29.0.3280). Tried all channels that i had had enabled, and about 30% of them worked. The others remain unresponsive from the app (but can be played from plex-web on the same phone)
Update 2: downgraded plex server as well (.deb) from 1.32.6.7371 to 1.32.5.7349 and everything works ‘as it worked before’, as tested with a few versions of the mobile app.
It looks as if the issue is indeed related with 1.32.6.7371 server version, and not with the mobile app itself
Did you try rolling back to a previous version? That fixed it for me. I just skipped to most recent version for now, and I will try again once they release a new version.
I’m talking about the server itself. Rolling back to a previous version fixed the issue. I guess if it’s just the Android app that’s not working, then maybe it isn’t worth the trouble.
Yea just android, it’s strange. You press a channel and nothing happens, you pick a channel that’s at a later time and says error. If you pick a channel in the what’s on now the channel comes on
