LiveTV playback choppy w/Player Mac (& Plex Web) w/Nvidia Shield HW Transcode

Channel number/Name: 7.1 (ABC), 8.1 (NBC), 10.1 (CBS), 22.1 (PBS), etc. etc.
<If providing server logs please do NOT turn on verbose logging, only debug logging should be enabled>

Steps to reproduce:

  1. Play Live TV 1080i station with HW transcode.

Outcome: Playback is choppy.

Expected outcome: Playback is smooth.

Reproducibility: Always.

Using HW transcode with similar/same setting on different clients works great. For example, on my LG TV, Android, and Roku doing the steps above works great.

If I turn off HW transcode, everything works with no errors.

If I play a 720p station everything works great.

This has been going on for a while since Nvidia HW transcode was fixed in or around server version 1.32.6.7468.
