Note everything works when using my nvidia shield and plek app connecting to windows server running plex server.
Some Live-TV recorded shows play on android phone, and laptop in chrome and some do not.
but the same recorded shows work with no issues on the Nvidia Shield. – SAME NETWORK –
A “Browser” can’t play MPEG-2 streams.
Your Shield can play anything you throw at it (probably).
Your phone may be able to work with an MPEG-2 stream and it may not.
What’s concerning is that Plex ‘should’ be transcoding for devices that require a format change - and that’s not happening.
Do you have Transcoding Disabled perhaps?

Are two capable and free player apps that can probably play anything you throw at them. I doubt you’ll be able to put either on that phone.
Note Live TV works, and some of the recorded TV shows work on the Browser and on the Phone and some do not. but all the same shows work on the Nvidia Shield and its some thing to do with an update to the plek server in the last 30 days,
Other note when I am on my 4G cell service or if I am at my office I can stream the shows on my phone or via web browser and no issues it all works its just does not work when I am home on the same network.
I do understand the issue - and it recently came to light Disable Transcoding is on by default - or, at least, you are strongly advised to check that: Server/Settings/Transcoder
In the player applications, for android, there should be ‘Display Information’ in the settings. Enable that. When you bring up the OSD it should display some info about the stream, Direct Play or Transcoding and if so the reason.
You can also open a Plexweb at the server while something is playing - or trying to - and perhaps see what’s happening there.
With that info you may be to do something about it.
so every thing works if I use

But if I use HTTPS://x.x.x.x:32400/web/index.html# – the servers IP
it does not.
for android if I tell th plex app to use vlc as the player it plays with no issues but if I use the plex built in player it does not work for live tv.
note it all was working did some thing change to make it stop working?
Well - basic troubleshooting didn’t work out for us so you’ll need elevated support.
how does some one get elevated support?

I setup trans coding for the DVB-T and recorded one show and that show works on android phone.
but that same show does not work in chrome for windows.
the local version is 4 versions behind the hosted. They are separate and your player settings may be different between the two. I don’t recall a specific fix for TV recordings but there is no particular benefit of using the local except for initial set up for claiming server. The hosted stream is still local so I would just use that.
Android and the server have both had a few updates in the last 30 days. On Android does it start at all or fail immediately? is it possible to get the Android app logs right after playback fails? https://support.plex.tv/articles/201573117-android-android-tv-fire-tv-logs/
Note LIVE TV Works on android phone but when it records I can not play it back on my android phone , but if I use external player it does play, example using vlc as the player for plex on the android phone

I think it’s Chrome. They tightened up security on the last update. The New Edge, Vivaldi and Chrome used to work just fine until the last updates. That’s when https://xxx.xxx.xxx.xxx:32400 started acting like this, some vids would play other gave a failure notice if you have settings>network>Secure Connections set to “Required”. But now, the web ui won’t even load in the browser if you use http://XXX.XXX.XXX.XXX:32400 or with https!

I did hear something about a version of chrome won’t load partially secure pages. Why don’t you just use https://app.plex.tv/desktop which is always the most current version of web app?

UPDATE Worked on my Oneplus 7 but on the other Oneplus 6 the settings did not help.
Ok update I got my phone to play my recorded TV shows Oneplus 7, I had to change the quality see image below.
Other note.
I tested plex on my Windows desktop in google chrome using the local server
https://X.X.X.X:32400/web/index.html#
it plays the recorded TV shows with no issues.
Trying the same thing on 3 other Windows laptops it does not play.
Update Chrome on the one that does work, then it won’t work.
