Vis a vis your question about the WAN IP address: I can’t get into my Plex Remote Access Settings. The screen cap I posted above is all I can see.
This was all working two weeks ago so I guess the answer to your question about IPv4 is that it probably isn’t blocked.
How would I know if it was them and not me? Is that the canyouseeme.org test?
Opening ports on your router is only applicable when setting up remote access.
It appears as though you can’t even get into your server settings
That generally means the server has fallen into an unclaimed state. That needs to be remedied before you do anything else
If this is the ip of your server, put this into the address bar
http://[server ip address]:32400/identity
http://192.168.0.178:32400/identity
You should get an XML file with a readout that looks like this
<MediaContainer size="0" claimed="1"
See if it says claimed 1 or claimed 0
If it says claimed 0 you need to reclaim the server. ChuckPa has a tool to help do that

Ah… I should have read beyond the last post… indeed; that doesn’t seem to be a remote access issue in the first place
