I have been running a PLEX server on my Windows PC for several years and it has worked great. I recently upgraded my internet from 10 Mbps to 20 Mbps upload speed. Speed test shows I actually have over 22. Two days ago my app refused to launch, so I downloaded the PLEX app again. During the install, I got a message that the former 32bit installation was being deleted for the new 64 bit version. It was news to me that I had been running 32 bit as my system is 64 bit. I expected a possible increase in performance, but instead, my remote stream has been seriously compromised. I used to be able to see 3 or 4 simultaneous streams of 3-4 Mbps, with single streams as high as 16Mbps. Now no stream is over 3 and some are less than one. As a result, quality has degraded from 720 or 1080p to SD. I checked all my settings and they are the same. What could be causing this?
While doing so, your ISP may have put your router behind a Carrier-Grade NAT, thus making it impossible to contact your server directly from the outside.
The extremey slow connections you see might be only possible because they are relay connection s.
You might want to ask your ISP about that CG-NAT and whether they might be able to provide you with a publicly accessible IPv4 address. Some ISPs do this – for a fee.
I don’t think that was it as I was doing great for several months after upgrading my speed. This only happened after reinstalling PLEX. Is it possibly related to the 32 or 64 bit version of PLEX?
I’ve never heard of issues with remote connections when switching Plex server editions.
Here’s another thought:
Switching your upload speed, did this involve swapping your router (or doing a firmware upgrade)? If yes, check the status of your network connection in Windows.
On such occasions, Windows has a habit of re-classifying the network connection as “public”.
But you need it as “private”, or otherwise all your firewall ports remain closed and your server is not directly accessible.

I spoke too soon…I’m getting 1080p on my laptop when I’m outside of my home network with no problem. However, NONE of my clients can get better than 720p even though it worked flawlessly up until a couple of months ago. I’ve verified I’m not behind a CGNAT and my network connection is set to private. I’m using a Nest router and Netgear modem.
