I would like to check and ask how to add IPTV *.m3u file (TV channels) to watch it on Plex?

Plex itself does not support integration of m3u iptv channels.
However there seem to be apps/services that can wrap that iptv channel so it appears to Plex like it’s a “regular” tv tuner.
Here’s one example of such a wrapper:
