After an update I have started to see many shows displaying the wrong artwork. Every wrong show appears to have the Artwork for Dominion Tv series. I have deleted the TV from plex and readded each drive. I have tried refreshing, I can manually change the artwork in the show itself. it is like plex is using the first available option and for many shows the first option is the artwork for Dominion

What you’re describing sounds like either
a) something happened to one of your agents / Plug-ins. Did you install any ?
b) Your Agent settings themselves have the Local Media Assets set too high up and something there is being selected.
Can you make sure you have Verbose Logging turned off and then go to a select few items and ‘Refresh’ them. This will force pull new metadata.
After you have done this, go to Settings - Server - Help - Download Logs
Attach the ZIP file it gives you here with your next post.
Check in the root folder of your tv show library for artwork (graphic) files. If you find any, delete them.
You might also want to do this:
Go to Settings - Server - Agents - Shows - TheTVDB
In there, grab the line ‘Local Media Assets’ with your mouse and drag it downwards, so it ends up being at the bottom of the stack of active agents.
This causes Plex to prefer metadata and posters from the online databases over locally stored poster files and embedded metadata.

I am unsure how the agent setting had changed but indeed you are correct. I have unchecked local and placed it at the bottom of the pile. it should be noted I have the default agents in use. I have not added any extra agents. Once I followed your suggested changes and refreshed a show that is in question the correct artwork was then displayed.

Unchecking will also disable external subtitles, song lyrics and other local extras.
Moving LMA to the bottom while keeping it activated should be enough to get the desired result.
