Is the NAS running DSM 6 or DSM 7?
In your first post, you mention “stop and started the container.”
In your post above, you show a “native” install using Package Center.
Just to be clear, you are using the Package Center installation and not Docker/VM/etc., correct?
Given your last post, it appears the server is not claimed.
If using the Package Center installation and running DSM 7, suggest you try the following:

In Synology Control Panel → Regional Options → Time tab, synchronize the NAS with a public NTP server. This ensures the NAS has the correct time. If the time is too far off, then claiming will fail.

In Control Panel → Network, configure the NAS to use a public DNS server such as 1.1.1.1 (Cloudflare), 8.8.8.8 (Google), or 9.9.9.9 (Quad9). Some ISP DNS systems have trouble resolving plex.tv IP addresses for some reason. If the NAS cannot communicate with plex.tv, claiming will fail.

To reclaim Plex Media Server, follow FAQ 31: Reset / Reclaim PMS on DSM 7 (Not Authorized - Locked Out).
If the claiming process is successful, connect to Plex using ip:32400/web. You should be able to login, reach server settings, etc.
