If you want access to your plex you have to go to plex locally when plex.tv api is down. Find the Plex IP and connect to it and you should be able to get in.
When plex.tv goes down you can no longer access your plex server because plex.tv can’t reach your server.
My server, using my local IP from my laptop does not load without editing my host file on the server. I just get " Media not found. The media you’re trying to access doesn’t seem to exist." Editing the host file does fix this issue, but makes my server list as “unclaimed”. Also, it seems that this is a better source of when the outage started: https://downdetector.com/status/plex/
UPDATE: it just started working for me so check and see if its operational for you.
It started to work but it altered my home screen so now the recently added movies are above recently added tv shows which is not what i wanted at all. I add movies for others and I never watch them >_> and I’m always updating the tv shows. Its also still not showing my icon at all but rather just the gray person.

This is just a list of ■■■■ going on today that I’m dealing with. First steam doesn’t want to cooperate anymore to the point I may have to uninstall it along with 256GB of game data with it. An now this.
tech is both your best friend and your worst enemy. this coming from a network admin/huge tech head.
I can’t even log in at all now, it gets to my pin screen I type in the pin and it does nothing but have the pin just vanish.
I had a major internet outage not too long ago. Everything came back up but Plex did not. Did several restarts of Plex and Windows. Nothing. None of the other profiles show up on the log in screen as well. All my media is intact and working.
Please advise.

The workaround I posted above will work, but you must be already signed in (both in plex and in your app/browser) for it to work. If you are not signed it, the workaround will not help.
Doesn’t say its down on my end just that its being slow. 
Now everything’s green on status-page but still it is not running at all! 
USER ERROR: Replace user and try again.
