Media server can't be launched in Windows 11 (64 bits)

I upgraded my Plex Media Server (64 bits) on my Windows 11 64bits (version 10.0.22631 Build 22631) but after the upgrade, the server app can’t be launched. It flash quits every time it’s launched. Its process disappears from the Task Manager secs after it’s launched. After I downgraded the Plex Media Server from v.1.40.2.8395-c67dce28e to 1.40.1.8227-c0dd5a73e, the problem is fixed. So it seems that something is wrong with the latest version v.1.40.2.8395-c67dce28e.

  1. verify that there is plenty of free space on drive C:
    If you have moved the Plex data folder to a different drive, check that one instead.
    The update requires a lot of additional space.
  2. Before upgrading, verify and repair your database file using the .bat file from this project: GitHub - ChuckPa/PlexDBRepair: Database repair utility for Plex Media Server databases
  3. disable any 3rd-party anti-virus software during the upgrade
