I made the mistake of using the Windows Insider program to get the latest Windows updates and unfortunately, the Windows Media installer does not work with this newer version of Windows N. Using the provided dll (thanks @timekills ), the server starts and runs again, but Windows reinstalled something over the night that killed it again.
It’s amazing that this one little file is killing so many plex servers!
I will uninstall Windows N and re-install something else if I must but it seems like a drastic solution if the developers can offer some type of workaround. Everything seems to run as expected with the dll put into place.

Only this solved the crash in PMS with hw transcode.
Tried to install Windows_MediaFeaturePack_x64_1903_V1 package on my 1903 Windows 10 but it says not applicable for this computer. So don’t know if it can solve the issue.

For those of you upgrading to the latest Windows 10 update (1909), they’ve changed how to add the Media Pack feature. Instructions are here:
The Media Feature Pack for N versions of Windows 10 is available for download as an Optional Feature. To install the Media Feature Pack, navigate to Settings > Apps > Apps and Features > Optional Features > Add a Feature, and then locate the Media Feature Pack in the list of available Optional Features.
Note Although you are not prompted to restart your computer, you must restart in order to successfully complete installation of the Media Feature Pack.

I had the problem with the mfplat.dll file missing at Plex startup…
Everything is back to normal by simply installing Media Feature Pack from Windows settings.
Media Feature Pack for N versions of Windows 10 is available for download as an Optional Feature. To install the Media Feature Pack, navigate to Settings > Apps > Apps and features > Optional features > Add a feature , and then locate Media Feature Pack in the list of available optional features.
