I am going to migrate my Windows Plex server to a NAS device. My current movie database in on an 8 Sata hard drive Windows 11 storage space. What I want to do is back those movies up and an external 16tb usb drive. Then take the 8 sata drives and put them in a TerraMaster NAS device and restore the movies on to the NAS device from the usb drive. Sounds simple except it take a lot of time some of which the plex server will be completely down . I would like to minimize the down time by backing up and restoring the metadata and thumbnails. How can I do that? Also, is it possible to add a media library for the usb drive to keep plex up and going while the movies are being copied from the usb drive to the NAS device?

You can’t. That’s not going to work since you are changing OS. The metadata and posters are tracked using symbolic links, which will change and break once you move it to the NAS. You would be better off letting PMS recreate the metadata. This will take less time than copying your media back to the NAS.
I need the 8 hard drives from the storage space for the NAS device so I have to back the movies up on the storage space to the usb external drive. Then delete the storage space. Put the 8 drives into the NAS device and initialize the NAS array. Then, copy the movies on to the NAS device and then, let PMS recreate the metadata. The problem with PMS recreating the metadata is that is that the movies shown in the resulting catalog are wrong. It takes several days to straighten out the movies that PMS determines. How can I insure that PMS determines the correct movie titles?
