I am attempting to migrate Plex from my Synology to a Linux server for my Plex server. In the past I used to be able to spin up a new server using a different port and slowly migrate to a new server, but when I attempted to do that this time I am not able to see the new server anywhere. Are there any good links or tips I can use to get the new server to show up so I can configure it?

You can have even more than two. But if you keep them running side-by-side you won’t be able to actually migrate the old server.

To be honest at this point I don’t mind starting over from scratch I really need to gain access to the new box so I can configure it. Any tips to get into the new box and not keep getting redirected to the old box and Plex not see the new box?

Use the new box‘s local IP address to access the new server and complete the basic setup. Once it’s linked to your account your new libraries will show up alongside the old ones

Ok this is super strange, but I did that along with some old method I found on the forums http://ipaddress:32400/web/index.html and each time I just gave me a signing screen then a redirect to my current layout. For the fun of it I moved the VLAN that the new PMS was assigned to to a different VLAN than the currently running PMS, and boom I got in. Im happy to get that figured out but would love to know why that was a thing.

By moving the VLAN you isolated the broadcast packets (segmented the network at the VLAN level.

That’s normal behavior for VLANs .

I have 3 VLANs, None of the hosts on them can see the others with exception of my machine’s switch port which is PVID 1 but also tagged for the other 2 VLANs.
Hosts on the the othe VLANS have their PVIDs set native to that VLAN.
