Rasplex seems to be responding to my MCE remote as well as my Panasonic TV remote, which is very annoying. This is out of the box behaviour.

If you do not want it to use your Panasonic remote try disabling the CEC Adapter.
From the home screen hit left select 'Preferences', Hit left then select 'Change Preference for System', Hit down to highlight 'Input devices', Right to select 'Peripherals', Hit ok an make sure CEC Adapter is highlighted an hit ok then uncheck 'Enabled' then 'OK'.

RasPlex is responding to the remote via IR GPIO, not via CEC.
I found the solution.
My Panasonic remote was being detected as "Dream_Multimedia_URC-39930", which is part of the default lirc config in /etc/lirc/lircd.conf.rpi. I copied the file to /storage/.config/lircd.conf and removed that remote config from the file. Then I followed Step 5.1 of https://github.com/RasPlex/RasPlex/wiki/GPIO-IR to load the new config instead of the default.
Thank you! I think that was my problem, thinking that HDMI-CEC was being used while I wasn't looking. I have a Panasonic Plasma TV too.
