Music Folder Structure and ID3 Tags Not Reading, Please Help!

I have some not-so-popular musical selections from my Celtic music collection that are not being found on Last.fm so I'm trying to use ID3 tags and folder structure to identify the album and artist information to no avail.

 

In the attachment "ScreenHunter_08 Jun. 19 13.08.jpg" you will see both the folder structure and the ID3 tag's are set for the artist & album.  In attachment "ScreenHunter_09 Jun. 19 13.10.jpg" you'll see the path to the file.  Finally in attachments "ScreenHunter_11 Jun. 19 13.12.jpg" and "ScreenHunter_12 Jun. 19 13.12.jpg" you will see how the agents are configured.  I've tried switching "Local Media Assets (Albums)" and "Personal Media Albums" with absolutely no change when I force refresh.  In fact I completely removed the library, optimized, emptied trash, cleared bundles, and re-added it with the Personal Media Artists selected in the advanced settings and it still showed a Last.fm picture on some of the artists.

 

Oh, I almost forgot, attachment "ScreenHunter_13 Jun. 19 13.14.jpg" shows how I have the agent configured for that library.

 

In case it's important I'm running Plex Media Server version 0.9.9.7 on Ubuntu Desktop version 14.04.

 

Thanks in advance, I'd love to get the artists to be something other than a bunch of numbers.

I wanted to add that I've tried manually changing the metadata in Plex by just editing the artist but then I end up with two separate artists with the same name and that's not how I'd like it to operate.

Don't feel stupid. Took me weeks to isolate. To be honest, it's a poor design decision.
