So, this problem went away a couple of months ago and I thought the bug had been fixed for good somehow, but on the last update now it is back. Once the music scanner starts doing sonic analysis again it stops all other indexers until Plex is restarted. The other music scanning (loudness, adding songs, etc.) functions do continue to operate normally.
