My PMS broken after update 1.16.3.1403

PMS on win 7 - ancient repurposed machine runnong abou 1.8Ghz and 2 Gb memory

I have been using PMS for 5 years or so and all set up working and remote access etc for all those years.
I use iPhone client, rasplex and windows browsers (IE Chrome)
I updated to version above and all seems OK initially.
I get the UI as before on all clients and all my media shows as available but the server will now not stream films to any client (windows web browser, iPhone app or RasPlex).
All the clients can stream other online material so no connection issues or h/w/soft player/client transcode issues issues (except rasplex of course which is a dedicated client but is on same connection as STB which does netflix and catch up ok and network tests on Rasplex show fine)
However when client selects PMS media it sits there with a rotating circle or provides error message that playback failed. This has never happend before and apart from update nothing has changed (as when its working well I dont fix it - wish I hadnt updated now)
Some media such as old TV Shows play fine but most films and media do not. They are all pretty much encoded the same and I havent worked out the difference yet. (size? 4:3 works? all are encoded MP4 or M4a but I havent seen a pattern yet - but as it all streamed before the media isnt at fault!)
No settings have changed from before update when all was streaming very happily on the network and remotely.

I have then manually used the update with full admin to repair the PMS install but no joy. exactly the same.

I am hoping that someone will have had this solved it and has the magic bullet to share.

If not some idea of how to debug the server to play the media that has been playing happily for years would be great.

I’d also be great if someone could describe exactly what was in this update to help work out why this has suddenly not working

If you can reproduce the issue and provide logs that’s the quickest way to diagnose what’s going on.

I have restarted the PMS and replayed various titles.
Some work but most stutter and fail.
Are you able to offer insight from the log as to the issue?
The PMS server settings have not been changed from when it was working other than to enable debugging since update.
