PMS suddenly stop working, all clients unable to stream all video

I have updated 1.18.3.2129 one week ago and also started to upload a lot of photos on the server from an iPhone. Then the server stopped working. I normally stream on PS4 and another PC using Plex media player. I have tried other devices like iphone, galaxy pad, all not working. When i use plex media player on another PC( this is usually the fastest way to stream), the video would buffer for 20 to 30 seconds, then just black, but I check the dashboard, it shows the show is playing.

I have downgraded the PMS to 1.18.0.1900, problem persists. Please help. I have attached the log.Plex Media Server Logs_2019-12-14_23-05-35.zip (5.0 MB)
