Not sure exactly what you mean, But I think it might of changed so now you need to click on your shared user to see what’s shared with them
nothing is shared 
When you hover over a library, the action menu should appear. Click on it, and you should see this:
From the Users & Sharing page:
Select the libraries you want to share.
I have no Librarys to hover over, “I tried my friends and the Plex ones” and there is no edit button next to any users
its like my account has been blocked or something…
Your own server has last been seen ~28 days ago.
Can you remember doing any actions on your computer back then?
Does “Plex Media Server” appear in your start menu at all?
If it does, please click it, then wait a few seconds and see if the Plex icon appears in the task tray area.
If it does appear, hover your mouse pointer over it. Does the icon vanish when you do this?
i only have plex app in my start menu, I did remove and re organize my hard drives, and wipe windows. however the libraries should just be missing files and the servers are online ?
Nope. Your server was on your computer and nowhere else.
If you reinstalled Windows and or deleted/swapped hard drives, then your server is lost.
when i hover over app nothing disappears and same os with no libs
ok, so how can i make new ones? i have all my media rdy.

Start by downloading and installing the Plex Media Server.

Legend, I didnt realize the plex app, plex online, and plex media server was all needed. Thanks man all fixed
