Navigation bar is broken

This is on a Mac Mini (Late 2009) running MacOS 10.11.6. Server Version#: 1.25.9.5721-965587f64 - Apple Macmini3,1 x86_64 The navigation bar has only a yellow triangle with an exclamation point.
