I’m looking at building a Plex machine. I do plan on running other things on it but the CPU for those isn’t as important. I have every part from ram hard drives including a Quadro A2000 GPU. I’m looking at either an Intel i7 13700k or an R9 7900x. At most I’d be doing 3 4k transcodes. I do plan on running windows on the machine. Just what are your guys thoughts on this?

Either is overkill for 3 x 4K transcodes, and they seem pretty equal performance wise. With the i7 you don’t need the Quadro. You can use the integrated Quick Sync graphics.
