The network rate acts very irradical, causing constant loading.
I am using a Nvidia Shield on the same home network. Rebooting the mac Pro that is running the server usualy helps. Is there a more fixed solution to this?

But this is a local issue with server and client connected over gbLAN
I am not familiar with that ISP, but the reason I was asking is it is a known issue with Xfinity devices where the ISP provided security software reacts to plex shutting down that devices’ network access. That presents in the same manor as your case.
