Absolutely. I ended PMS through Task Manager and manually restarted it, after having made sure that I could access the drives through File Explorer.
If that’s not enough, please let me know.

Would you mind putting a few words to what this does? Will it keep the computer from automatically restarting, while a user is logged in?
My server is running windows 10 pro.
By default, Windows will silently login the last user account and will also start most of the autostart items of this user. Which makes it so, that you will see your desktop immediately after you put in your password.
However, this will not execute the login script of the user (which is responsible for mounting the network drives). So Plex server might already getting silently started before the network drives have been mounted.
This is just restoring the login behaviour of earlier Windows versions, so it might take a few seconds before Windows is responsive after putting in the password.
Update:
It seems to have been fixed, since the last time I upgraded. Maybe the re-check that MovieFan.Plex mentioned, of mounted drives was implemented in-between the 1.22 and 1.24 versions.
I did however see, after having re-booted the server itself, that upon opening the Plex client, it for a second couldn’t show my own media, only free Plex hosted media was available. The application then “flickered” for a second and my own media showed up after that. As if it had to re-check for access to a mounted drive.
TL;DR: It works with 1.24 and I’m a happy camper.

I’m running into the same problem. Have restarted Plex, even after the server has been running for a few minutes. Running current version of PMS. I can see and access the drive letter from within Windows, but Plex doesn’t see the drive when it comes time to edit the library
