New content and folders not detected - upgraded Windows 7 Pro to Windows 10 Pro (32b to 64b Plex)

I just upgraded my computer from Win7p to 10p , and now new content and folders are not being detected. I’ve tried adding new episodes to a tv series, as well as creating new TV & Movie libraries, with their own new folders, and copying content there (no dice).

After the Windows upgrade (and it not working) I decided to upgrade Plex to latest server version, thinking it might fix the issue, but it didn’t switch me from a 32-bit to 64-bit Plex installation.

Player Version#: Web Version 4.103.2

I have been using an older Win7 x64 PC with PMS for years the SSD died. I just reInstalled and cannot get PMS to work correctly.
What is the last version out that worked on Win7??
The PC I am using is old and will not take Win10. PLEASE HELP!

I forgot to post how I resolved it.

While going through the server logs I realized that my database was corrupt, and was planning on attempting a repair, following the directions here:

But then someone on another forum suggested I attempt to first restore from a backup, as detailed here, and that worked!
