I try some test:
Test 1: Download from my Linux Server to my Ipad pro = Very Slow 10mbps (See Log)
Test 2: I create a Plex Server on my Windows 10. Windows 10 to my Ipad = Very Fast 200-300 Mbps on local wifi
Test 3: Download from my Linux Server to Windows 10 Plex App = Slow around 50 mbps Plex Media Server Logs_2021-11-26_19-00-54.zip (7.7 MB)
Before the new Download feature whit Sync. Always 200-300 mbps. If i turn off Download for come back to Sync. Same slow download speed.
It takes so long to download. I use the cellphone network more often.

I’m having the exact issue and its driving me mad. I tested it on another Linux machine with the same issue but no problem if I host it on windows 10.
I’m also having this issue for downloads to my son’s iPad. SMB transfers to the iOS device (like VLC) are extremely fast, a minute or two for a ~4gb movie, take hours to sync to the plex app.
I’ve noticed that if I switch away from the plex app the speed will jump to normal WLAN speeds (eg a couple hundred Mbps) , but only for a short time. If I keep switching in and out of the plex app it will continue to spike. Otherwise it remains EXTREMELY slow. Like barely a couple Mbps.
Any ideas how to fix this. There’s obviously something happening in the plex app that isn’t working quite right.
