Will this fix the weird unnatural playback issues? Everything I play looks unnatural like it’s ever-so-slightly choppy and sped up and slowed at moments. I’m playing directly from a very powerful PC too.

No, your description would require a different solution. What is the framerate of the media that you see the playback speed changes?

For example, I’m playing a Bill Maher episode on the new Plex for Windows and it just looks unnatural and not entirely smooth in playback. Exactly. I haven’t found a file yet where playback is smooth in the new windows app. No matter what the framerate or codec or resolution or whatever is. My computer is pretty old, though, but that should not matter since PMP and Plex Web can play the same videos on the same computer without any issu…

Enabling or Disabling hardware encoding does nothing here for me. The playback quality of Plex for Windows is still awful by modern standards.
