New Windows Dedicated Plex server configuration

I have decided to build/buy a new dedicated PC for my plex server. I currently have two 32TB WDPro 4100 NAS that I use as independent servers, These will not allow for 4K or Multiple 1080 playback/streaming. I would appreciate “Best” configuration options for a unit that can provide the best playback possible allowing for ;

2 4k 7.2 DTS and 2 1080 7.2 DTS playing simultaneously.

Any help or advice is appreciated.
