Newest Update, No Longer able to load Plex Media Server. -- 1.21.3.4015-a4be9cb8b

Just updated to this newest release and plex will no longer start. The app is running but I cannot access via 127.0.0.1. I tried uninstalling and going back to the previous version, but still no luck.

This happen to me, what I did is quit Plex from task manager and then find the installer 1.21.3.4015-a4be9cb8b in C:\Users"your username"\AppData\Local\Plex Media Server\Updates and repair and then Plex is working again.
