I have a domain that I use to redirect to app.plex.tv. This gives me TLS cert security. If I install nginx on my PMS will\can it use the reverse proxy? Not sure if I have explain that correctly.

Not sure I understand your question.
You have a domain name and you want to create a reverse proxy, which it what I linked you to.
You can still use app.plex.tv and it will connect to yourdomain.com:443 instead of yourdomain.com:32400 after you setup the reverse proxy
Sorry, let me state my problem. I got a DMCA notice because one of my users was using SS-Plex and I was looking for a solution other than the obvious. I also just want Plex to be more secure. How is the best way to achieve this?

Plex is secure when streaming media that is on your HDD, but it has no way to secure a 3rd Party Channel/Plugin.
You would need to use some type of VPN or tunnel for that, which was mentioned in your other thread already.
