No option to add Libraries and Media ("A problem has been detected with a core component of Plex Media Server.")

I have a Plex username that has a working Plex Media Server within it. This is called BigServer.

I am now getting rid of BigServer and setting up a new BiggerServer. I will not do any complicated migration or restoration of backups. I will setup the server fresh.

I’ve installed Plex on the brand new server and there are no options to add media libraries.

The main dashboard just shows that it cannot connect to BigServer. This is completely expected because that server only allows local access. But the problem is I cannot configure the current server.

If I manually visit http://127.0.0.1:32400/web/index.html#!/setup it states: "A problem has been detected with a core component of Plex Media Server."

Reinstalling does not fix the issue. This is very weird as it is a fresh server. Nothing else is installed.

This same issue just happened to me today and I did nothing. It just stopped working and have the same screenshot you are showing. It gives me no options to add libraries and wants me to redownload which I have done. I have uninstalled, repaired and installed without any change. I have been using PLEX since 2016 and this is the first time I have no solution.
