While searching Xbox version history for Plex for this issue, I found this change log
Added restriction that DTS and Dolby Atmos tracks must be the first audio tracks in the file for passthrough
Plex restricts only passthrough the first DTS/Dolby audio track explicitly. It sounds ridiculous! Maybe I’m naive here, but I never see this kind of restriction on a video player.
