I have downloaded the corresponding program, I am trying to add my PC as a server but nothing appears in the web options regarding the servers nor can I find a way to add new ones. I have downloaded the app version for the PC and it doesn’t work either, not even an option to manipulate the servers or the libraries appears.

I am assuming you have Plex set up and installed on a Synology NAS and it is working correctly.
Install Plex Media Server on your Win11 PC and right click on the Plex icon in the system tray and select Open Plex.
Make sure you sign into your Plex account using the same credentials that you used for Plex on the NAS.
Go to Plex Settings > Server > General and make sure the PC server is claimed.
Note: > Server > will now be a drop down menu where you select the NAS server name or the PC server name, make sure the PC server is selected.
You can then set up the libraries etc. on the PC server.
On the Plex Home page, make sure you pin the NAS libraries and PC libraries to the Home page for easy access.
