Not authorized on a new plex server

Os Version: Windows server 2022
Okay so here is my problem. Since like 3 days i wanted to started a new server on a brand new VPS even the account iam using for it i fresh made.
But like since day one i get this weird error message :
'Not authorized

You do not have access to this server.

You may be able to claim it by choosing “Open Plex…” from the Plex menu in the macOS menu bar or Windows system tray. For more troubleshooting tips, see our support article.’

So as i like to find out and fix what the problem is on my own i went investigating. i went to the suport article and followed all the steps this did not work. so than i tought just basic delete and reinstall the software also this did not work. Made a new account also this did not work. Maybe it had something to do with port forwarding so i opended all the needed ports nothing changed.
I searched on google tried some stuff also did not work the same message just keeps coming back.

Iam kinda at a loss here so i hope maybe some of you can help me with your wisdom.

Okay this did something but not all. Now i get the message ‘Initializing Plex Media Server…’ and this keeps on running for minutes long and nothing seems to happen
